The lay leader in Scouting is constantly influencing the youth of the Scout program through good example,
insistance on the observance of the moral principles found in the Scout Oath and Law and a systematic program of
discipline and training, which the Scout experiences as he/she participates in the Scouting Program.
This influence of the youth cannot be measured or fully evaluated.  Recipients of the Pelican Emblem must
be exemplary in the practice of their faith.
